Add-on for my blog[ Identification verification for all hotelier and public transport, and prerecorded message on public transport], dated 4th and 5th September 2018.

Further to the two blog above, elaboration here would make the strategy easy to understand and gives rational to adopt it. Notwithstanding that whether to adopt it or not, is at the sole discretion of the government and the public transport industry.

5th September 2018 blog

Objective: 

1. Prevent miscommunication: Break language barrier by playing prerecorded  multilingual message via audio system to public transport passengers. 

2. Visual display such as signboard or on  the transport monitor screen, as additional communication methods, especially for the hearing impaired. 

3. Pro-active/ preventive action: No reason for passenger to give excuse such as unaware of local by-law or alight at the wrong itinerary.

4. Prevent ambiguities: create a structured and organized public transport.
  

Possible methods:


1. Multilingual messages may be encoded in memory card/thumbdrive/CD or any other media, with different track for different message.  

2. Each track is printed on paper as menu, for example;

Track 1= Departure from KL to Singapore announcement (avoid passenger boarded the wrong bus), 
Track 2= Stop for meal at Yong Peng for 20mins(avoid passenger over stay), 
Track 3= 5mins before arrival of Johor Immigration custom complex for Check-out, please bring passport, 
Track 4= Bring all your belongings out for check-in in Singapore Immigration Custom, Maximum waiting time is 30mins. 
Track 5= Departure for Golden Miles Complex (last itinerary), 
Track 6= Remind passenger don't forget to check and bring down all their belongings before leaving the bus. Thank you for choosing EcoSymbiont coach  and have a nice day! 
Track 7= Apology for late departure or delay.
Track 8= Apology for vehicle breakdown. passenger may need to wait for a few minutes or the next transport.

So that driver know which track to play for which occasion.

3. An A3 size or larger banner/ laminated paper may be hang on top of the aisle, nearby driver seat, to transmit the same message, in multilingual and universal symbol. switch on and off the light before the announcement to call for attention (a norm practice in classroom for the deaf). 

4. MOT-MY (Ministry of Transport, Malaysia) may regulate every coach, van, ferry and flight (already have) to develop their own prerecorded messages with authority approval otherwise may develop a standard copy for the whole industry to make reference to.


The incident dated on 5th September 2018 is more than miscommunication. There is one Vietnamese passenger's luggage did not went through Johor immigration custom clearance despite the driver announcement in Bahasa Malayu and English (broken English) but neither any one from the bus nor probably all that pass through the immigration custom were checked by the officer in duty. It is not only laxity in their duty but not working at all!

In Malay language, this is called “Gaji Buta" (take salary blindly without any effort in working). 

The breach of national security and sovereignty may largely attributed by these lazy and unethical Custom Officer. The logic of paying them may only due to their skin color. Even though the public sector's redundancy is climbing in tandem with national debt, yet no evidence of their worthiness is clear. Vast contrast is just across the border(Singapore), not more than 1.5 km away.

4th September 2018 Blog


Objectives:


1. Prevent crime/ terrorism; Increase the level of visibility and ease of monitoring.

2. Facilitate and fight crime/terrorism, applicable on both hotelier operator and visitor.

3. Prevent tax evasion and (refer to no.1) ensure hotelier operating with valid licences and their premises comply to local by-law. 

4. Facilitate date gathering for a more effective formulation for tourism and security industry.

5. Create a single platform of network to flight crime.

Methods;


1. Standardized document screening machine and directly send to authority, upon check-in of the guest. 

2. Refer to No. 1, in case of power breakdown or broadband malfunction, the operator shall submit photocopy of their clients document to the nearby police station or other such approved authority, within 24hours.

3. In case the guest lost his/her passport then photocopy of such valid identification documents may be valid. Hotelier shall assist their guest to make police report immediately.

4. Immigration office shall keep track of visitor to ensure no overstay. Any overstay visitor shall report to the 'WANTED LIST', so that everyone in the network (i.e. hotelier operator, public transportation, telecommunication company) may detect and report to authority for action. 

5. Any irregularity, such as;

5.1. mismatch of accommodation's address or double booking on the same person name, on the same day.

5.2 exceed the number of guest in a hotel (hotel have only 100 guest capacity but 200 guest reported staying in the hotel at the same time), 

5.3 Do not pay tax or number of visitor reported not match tax paid (tax evasion), 

5.4 Hotel visitor reported when check-in in immigration custom do not exist in database.

5.5 Overstay i.e. exceed the number of days permitted by the visa then hotelier may report to authority. Room paid need not refund, unless found the guest is not guilty, so that hotelier do not loss profit from reporting.

5.6 Reported accommodation address and frequent public transport used do not match, for example reported stayed 5 days in Trader's Hotel of Kuala Lumpur but public transport records indicate the same person only traveling in Kelantan during that period.  

5.7 Any fake or suspicious document detected shall be reported to authority immediately.

5.8 For lodging, any person without valid permit may be check-in first upon payment but shall report to authority for identity verification. This may be the case of vagrant lost their ID but able to verify nationality by fingerprint. illegal immigrant shall be detend and deported.   


6. A network of crime prevention and fighting crime. Applicable to both local and foreign visitor, so that the Wanted List include all person demanded by authority.

7. Authority may perform regular inspection on the Hotelier for any non-comformance to statutory law and regulation, in order to assist to remedy any, for compliances such as Fire Department requirements, UBBL, Business license, Workplace Safety and Health Act, Food Safety Act & Indoor Air Quality Regulations. 

8. Those have private resident from their next-of-kin, relatives, guardian, school, friends, couchsurfing, shall report to immigration custom upon check-in the country, provided with their contact number. This allow authority to verify whether the address is valid (e.g. belong to the relatives, a residential housing). 

9. Safeguard personal private information is very important. All person handling such registration must go through training, signed agreement to protect personal information and appointed by the employer in writing, for the purpose. Screenings machine shall directly link to authority only. Operator only perform verification, screening and submission.

10. If the recommendation enacted as by law or regulated as industry standard, it shall explicitly display such requirement at the place where registration for check-in and screening is done and shall done it with acknowledgement/approval  and at the present of their guest.  Name of person who perform the registration shall be written/printed& signed on the receipt for future reference. 

11. Hotelier/ Public transport operator/ Telecom marketer shall not withhold/put under custody of the identification documents and shall not use it for any others purposes other than registration and reporting. It is the onus of the person who perform the registration to return to the document to the owner immediately upon the completion of the registration, in same condition the document is hand over for registration. 

12. The identification document should at least have the bearer's, latest photograph, name, ID number, information such as date of birth and nationality. The type documents may be passport, national identification card, International student card& UNHRC(Refugee card). country like China and India public transport have such requirements to verify their customer identification.
